Since 2004 each euro-area country may issue commemorative 2 euro coins marking anniversaries, people, buildings and events of national significance. They are legal tender everywhere in the euro area and share the common European side, so only the national face changes.
Alongside the national issues there are the joint commemoratives struck by every member state in the same year, such as the Treaty of Rome anniversary and the 10 and 20 years of the euro issues.
